This isn't true. It literally is not how it works. How it is decided is by electors--and elector numbers are assigned by congressional districts (the number of representatives each state has in the house is how many electors they have)--also, a state gets 2 extra electors (just like in the senate).
Maine and Nebraska assign electors, not based on 50%+1 wins all district electors and state electors, but by each specific electoral district, and majority wins the state electors.
