Oxbridge is overrated for most fields. In the humanities they are still quite good, but UCL is up there with them. Any uni from the Russell Group is comparable to the IVs in the US in terms of rigor and quality of teaching.
The problem is, if the OP is a US student looking to study at UCL, they will have a harder time coming back to the US for grad school or getting a job with a graduate degree from UCL as opposed to Oxbridge or the IVs. The simple fact is that educational elitism is alive and well in the US, unlike most parts of the world. It is sick and twisted, and even though the IVs have relatively low success for non-connected students, their names let you sell yourself better than you would be able to if you went to UCL.
My advice as an academic (humanities) is to go to an IV if you have been accepted. UCL is an amazing school, London is a great place to live, but if you plan on coming back to the US you will have problems.
That advice depends of course on what you are studying. STEM subjects are different, but if you are studying in the humanities don't leave the US if you want an easy path to a job post-uni.

It greatly depends on where you are and what you are doing. You don't see the 'safe space' bullshit like you do in the US except at the London unis (UCL included). Conservative speakers face a backlash at most unis, unless they're Muslim, but aren't banned like in the US. Student government really only has say over the students' union at UK universities so they can't vote to ban someone from campus like in the US.
