I had them once, luckily, my uncle is an exterminator and gave me the stuff he uses for it. Heres what I did and they have yet to come back (4 months):
1.) clorox wipe every single thing you have in the room affected
2.) I caulked every corner and crack in my room ex.) Windows, trim, ceiling, etc.
3.) Before you caulk, spray every inch of the corners and your furniture, especially in the cracks
1. Diatomaceous earth. Get some online or at a hardware store and sprinkle it anywhere you see them. Around bed frames, corners around the room. It can cut their exoskeletons if they walk through it and dry them out.
2. If you can't dispose of your matress or whatever, get a store bought cover made specifically for bugs like bedbugs. If they are inside they wont be able to bite.
3. Vaccuum the whole room thoroughly and wash all your clothes if they may be hiding in them.
4. Rubbing alcohol will kill them almost immediately on contact, keep some in a spraybottle if you see the little bastards walking around on things.

Seriously. I worked in pest control for 5 years. Stuff that you can get over the counter for bedbugs doesn't work. You need to be a licensed tech to handle and use the necessary pesticides for treating bedbugs. And it usually takes about 4 treatments spaced two weeks apart each.
Not to mention that if you live in an apartment complex, you might only be one of many apartments affected, and they might come back.
As for the heat treatment method, it's very inconsistent. Mature bedbugs can't survive in heat above 120 deg, but their eggs do. And it's not safe to have a room heated like that.

It depends how bad the infestation is. A heater is actually the best way to kill the fuckers. The problem is that the heaters that do this are trucked in by profesionals. I think they need to get up to about 150F+ to kill them all.
Otherwise, get traps for your bed and put Diatomaceous down where they may hid.
Put your clothers and beding into a drier. Get a bed bug shield for your mattress and chuck it if you can.
If you live in an apartment wait for the lease to end and move. Put all your clothers, linen, etc/ into a clothes drier, and what ever other possessions you own will need to be fumigated. The goal of this strategy is to leave bed bugs at old place. If the infestation is bad you must seek professional help to get rid of them permanently. If your landlord wont do that they'll come back eventually.

Here's what you do, OP. I went through this myself and got through it on the cheap.
Find where their nest is and try to contain them first. They WILL travel if you let them. If your bed is on wheels put a bowl of soap water under each wheel and pull it away from the wall.
Then you need to grab some 90% rubbing alcohol and go hunting in the folds of every crevice where they are. You literally need to have eyes of a hawk and to go across every inch of that bed and that means folding the stitches aside so you can see where they are. Spray the living fuck out of them when you see them and dispose of their bodies. I used a bottle for that.
If you notice them in a couch or something small and movable you need to heat your oven up then open the door and prop that couch or chair up on end so all of the heat gets in there. Be careful with this as you can burn your fucking house down if you're retarded.
You literally need to keep doing this for a month because they are the most resilient thing in the fucking world. once you think your bed is safe, start checking the surrounding things. Dressers, clothes, and even behind electrical outlet covers. Check your books if you have any and those can be baked in the oven at like 150 for a couple minutes. Again, don't burn your house down.
You're hunting the fuckers and they can become dormant for up to 2 years without food, so you need to be vigilant.

Clothes and linens can be laundered normally, dried in the dryer until bone dry, then ran on the HOT cycle for 30-45 minutes.
Do yourself a favor and buy two sets of trash bags. BLACK trash bags are for untreated belongings. WHITE trash bags are for treated articles. Once you wash and heat treat your clothing put it into a white plastic bag and seal it.
When you get home and change out of your work clothes they immediately go into the hamper with a black plastic bag as a liner.
Absolutely NOTHING comes out of a black bag without being heat treated first.

This and sealing your mattress is the key. And don't sleep on the couch. They'll follow and nest. Personally I got them for about two months I think. By the end I was going crazy. Temprid SC at 8oz per gallon sprayed every two weeks for like two months all around my bed edge, the frame, floor, and my couch seams. Killed them all. Literally the only thing that worked. Bug bombs slowed them down, but didn't erradocate.
Don't get the knock off. Spend the $80 on Temprid SC. It's more than worth it. I use it on everything and still have a shit ton left. Spray it on wasp nests outside, ant beds, etc.

I had them and my landlords had to pay to get rid of them (depending on your state's tenant rights) They brought in a huge heater for every room of the house and we had to get anything that would melt or spoil and put it somewhere else, put all of our clothes and furniture in the middle of the room and get any living things out of the house for 5 hours. The heaters penetrate the walls and kill any living thing including the bed bugs. If any stay alive, their insides are fried and they can't reproduce or eat efficiently and eventually die. This kills all eggs too so don't listen to others. It is the best way and most organic way to get rid of bed bugs.

I did pest control for a while. I hate these shits.
The issue is that all three phases of bed bugs (Egg, instar, adult) are all completely independent and resistant to what the others are susceptible to.
Heaters only work if you slowly crank up the heat to 160 degrees. They are like frogs and do not notice gradual heat. But if you do it quickly they'll scurry to cold spots and ruin your shit.
You can ultimately get rid of them by using 3 chemicals you need to treat.
An adulticide to obviously kill the adults I use Phantom [works well on roaches and ants too], and insect.
And insect growth regulator that prevents the eggs and nymphs from developing and staying sterile there's a bunch that work.
Problem is they are immune to residuals so you have to continually spray.
Also throw all cloth in the dryer at high heat
do this all the time twice in a row to kill everything.
Get bed bug covers and pillows and check your outlets, paintings and any other crevice.
Starving ones will stay on the ceiling and drop down on you so watch out for those niggers

here's what i did, and it worked; it's also pretty cheap, which is good if you can't afford to throw away your mattress set and buy new ones.
any bedsheets i found with them on, i threw away.
vacuum around and under the bed with great attention to detail; take you time, clean out everything/anything that's under your bed, move your nightstand, headboard, etc.
go to home depot and got some mattress moving bags; these are large bags you can put a mattress in. you can find them in the aisle that sells bubble wrap and other shipping supplies.
put both the box spring and upper mattress in a bag (separate bags), and seal it really good with duct tape. might not be a bad idea to double bag them. this will trap the bedbugs, and they will not be able to chew through the plastic, so long as it is intact and fully sealed.
leave the bags on the mattresses for a year. yes, you read that right, A YEAR.
just be a careful when getting in/out of bed, so you don't tear the plastic. putting an additional sheet on the bed will help.
after about a year or so, all the bedbugs will be dead.

Spray all fabrics (I mean fucking all. Drapes, carpet, box spring, mattress... everything) all cracks and crevices (baseboards, bed frame, your asshole, etc)
Buy a new set of clothes and have the retail clerk double bag them as well (leave these in your bathroom for the time being.)
Before spraying, take all clothing and towels and double bag in heavy garbage bags. Then spray your place down like a bukkake fest. When you've finished spraying, remove your clothing and place inside one of the bags of clothing. Now go shower and put on new clothes.
While waiting for chemicals to dry, Take the bagged clothes to a laundromat. Shouldn't need to wash them, just dry them twice on high heat. (Although you can wash if it makes you feel better.
Don't handle the clothes directly. Just dump the bags into the dryer.
The heat will kill any bugs in your shit and deform any eggs to the point that they can no longer hatch.
