I will say murder and here is my reasoning why.
1. Position of Body and chair -
If the person shot their own self, facing away from the shelf that would work, however, the body would move towards the gun, not the splatter. The outward force of the bullet (indicated by the splatter, we know the bullet went through) would push the body more towards the gun side then the body side, and certainly not that far over. Further the chair would not fall with him/her perfectly like that AND be back many inches towards the wall. This indicates more of a struggle.
2. The cigarette -
When a person has decided to suicide there tends to be a sense of finality to it. IN as such they tend to not leave things unfinished, "this my last cigarette" would be completed and put out in the ash tray, weak argument and more probability than fact.

This would be easy to check with science though, you could see if the gun powder burns are a match, you could see signs of a struggle on any marks or bruising but yeah, signs seem more like homicide not suicide.
