The military takes great effort in making sure that active duty military personnel are never political. Soldiers follow their orders. That's what they're trained to do. Without some kind of army or military force there will be no civil war. And I doubt any military commanders hold such sway over their troops to make them fight against their own country.

1. The world stage will view any large scale counter insurgency operations in an extremely negative light. It will provoke a political response.
2. Inimical foreign powers will provide materiel, training, and extremely limited direct action support for insurgent groups.
3. Maintaining an effective COIN stance is difficult on another continent; doing it at home will be god-awful. E.g. fuel and food sources for COIN forces that are purchased through de rigeur processes will have to be vetted in greater depth than what is currently done.
