The big blue bldg in he no mans land between the 2halves of Duluth just on the north side of Observation Hill. Observation hill is the big Rocky mountainside that sticks way out, reaching all the way out to the highway and cuts off north Duluth from south half, right about at where if you take the Garfield exist off the bridge coming over, and you come up to the end of that, that whole shitty part of town where the duluthpack factiry us and bent paddle, is all to the south, and just heading north uphill is observation hill covered in cliff and trees, then this huge blue apartment, then more forest, then downtown starts. I've only been to Wisconsin about twice. It wasn't bad but it wasn't great either. The people are okay, the countryside is nice. But other then that its pretty much uneventful and not very interesting.
