Interestingly, to the Dixon quote in the OP - when he talks about their lack of preservation or aspiration. There was some anthropologist who studied native African languages and found that many of them don't have any future-tense verbage. They literally had no concept of future; just present. That would explain a lot about the stagnation of their culture - when their is no white or Asian interference. I wish I could remember the study. If anyone can I'd be interested to read again.

Here is where I stand. (I'm really tired and hungover so I apologise if I can't articulate this properly; I'll write in simple points).
Blacks aren't automatically inferior to whites (just as whites aren't inferior to East Asians or Arabs). They're just psychologically different.
I'll keep it in terms of Black & White for now. Black's psychology can, and sometimes does, become the same as whites. Example: Thomas-Alexandre Dumas, and his son, (though he's mixed) Alexandre Dumas.
In their fields (Military & Writing, respectively) they were as good as any, and better than most, of their contemporaries, globally.
Why? Because they lived privileged lives in Europe. (Inversely, we've all seen, or known, whites who act like like thugs because they emulate, or live with, ghettoised blacks).
Blacks inherit their recklessness and lack of aspiration from centuries of being fucked by white people. (Don't worry, this isn't a white-guilt thing).
It isn't genetic, though. They can (as in the examples above) 're-wire' their brains. Most people never do this voluntarily, because it's scary and difficult. When it does happen, it's usually subconscious. However, unless a black person is greatly exposed to the psychology of a white person they can never form a solid base from which to acquiesce their own psychology to match.
This is why Arabs and Asians think whites are inferior. Because we are psychologically different. We're not as hardy and rigid. In terms of Colonialism they both outrank us (in terms of the amount of superpower empires they each had. The only white colonial empires which ever really effected the world were Roman, British, French, Spanish, Portuguese). Most of the great colonial empires were Asian Dynasties and Arab Caliphates.
