It's all relative really. It depends on the person, the timing, the placement, the theme, etc.
Generally, I like tattoo's to have a sort of theme, and to be placed purposefully on the body, rather than randomly. A bunch of non-nonsensical tattoos in random locations? Seems to me that they were not thought out, and therefore appear ugly. Tattoo's covering the whole body, especially the face/neck and hands? It tells me they only got them purely for the aspect of having tattoos, not because it particularly meant something to them.
It doesn't necessarily have to be edgy or emotional, "MY DADDY DIED AND HERE IS HIS BIRTHDATE". It can simply be a carbon copy of a cool picture, whatever, but at least think out why you want it to be forever etched onto your skin. Group it in a certain way that makes it look like you actually cared how it looked and coincidentally, make you yourself look.
