Photofag here, and while Photoshop *can* be used to some affect in doing something like that, and was almost certainly used to clean up some of the water in this shot, it can not be used to do so believably in all lighting situations. Including in this shot. It is VERY hard to say for sure, but I would guess that this is not a studio shot and was done outdoors in a natural setting over shallow water with a dark mud bottom, and under shade, either at sunrise or sunset, so that only one part of the shot was at all illuminated...the part where the birds are. Maybe through trees or bushes (or more likely a blind). The single small light source puts the birds in perfect exposure while leaving everything else in the shadow drastically underexposed.
Doing it with Photoshop, especially the reflections, would be impractical and obvious.
