In short, it's almost inpossible for goku to close the power gap between him and supes. Goku is about the everyman that exceeds his own limitations to become stronger through training and determination.
Superman is about an otherwordly being that has no limits. The feat of supermans abilities go beyond the comprehensible. I could give you a raw statistics on how superman is leagues stronger, faster, and WAY smarter then goku. But all that pales in comparison to his abilty to a being almost godlike in mortal form.
Goku is from a warrior species, Humans would consider saiyans barbarians in alien form. They still have limits. Can't breath in space, die from disease, and weaker ones would be outclassed by stromg humans.
Kryptonians are an advance alien species. Way more advance then a majority of the universe. They exceeded beyond those limits. Superman has the strength to pull planets, fly at a speed that rivals the flash, and think at a much faster rate then an advance a.i.
Goku has limits that he struggles to overcome to save people, superman is a limitless force to protect people. One's an equivalent to god, and the other a mortal.
