how easy? very easy. how easy to implement in a secure way? not even worth it. you can image imagemagick which is probably the best way, but there have been exploits found for that in the past, and it's not REALLY designed for verifying an image is safe, it's generally used for editing photos. there are some good image-uploading libraries you can find though.
