In the hospitals I've worked at, a code orange is used for a form of external disaster with expected casualties. A massive vehicle pileup is an example, so is a natural disaster such as an earthquake. The code is essentially called to get staff prepared for significant trauma patient inflow. And yes, protocol is to practically go on lockdown.
