Well basically but there's some strings. Yes there's shops but they have to be specially licensed and that's all they sell. They have all kinds of weed, pre rolled joints, edibles, tinctures etc but they can't sell anything else like drinks or food or anything else without THC/OBD in it.
You aren't allowed to smoke in public technically although it's largely ignored and you still can't drive under the influence. Basically all the same laws apply that apply to alcohol.

Oh shit I forgot to mention those. Yeah pipes stash cans and stuff like that are there too. But say you want to get fucked up and set up your munchies ahead of time you have to make another stop. My favorite shop is across the street from a convenience store so it's not that big of a deal. Until a few years ago it was the same with alcohol with state run liquor stores only but that's been abolished and now alcohol is sold almost everywhere. Beer was always at convenience and grocery stores as well.

By the amount these things eat and shit cost of caring them has to be astronomical. Most private breeders would be lucky to break even, unless they were in breeding specific high end colors/patterns but even that takes time.

Maybe their like rats. Feeder rats and pet rats are really different in their care and breeding. Feeder rats are largely disposable. Pet rats get it better. I feel like fluffies could be broken down by their race, earth, pegasus and so on, and colorations/patterns.

Something like a rat, hamster, or gerbil would be a good basis for logistics. A lot of people like to use guinea pigs or rabbits as a sort of real life fluffy example. Rabbits are probably the closest I'd say. Litter trainable, so you can let them go around your home, and for safety keep them to one room, and just keep the room clean, a good, safe and comfortable temperature, so likely whatever is a good room temp, food, water bedding, and whatever sort of typical pet amenities you might want to throw in, like treats, a toy or two once in a while, etc.
