There are two routes to becoming a police officer (well, technically three).
1. Apply with your city/county/state (use governmentjobs.com) as a police cadet; if you get picked up you will be sent free of charge to an academy to learn to become a police officer (they also pay you during this time) the background process takes a long time and it is very competitive!
2. Put yourself through the police academy as an 'open-enrollee' where you basically pay your own way, including gear and ammunition, without being hired. At the end of the academy you will receive a 'POST' certificate which enables you to be hired as a police officer with any agency. THEN apply to be a police officer (not a cadet) with the agency you are interested in. You are much more likely to be hired because this shows your determination and removes the risk for the agency that you will fail out of the academy.
3. Lateral transfer - once you have been hired with a different agency (example: police -> state trooper) and you can basically 'hop' agencies to get to where you want to go.

Ride-alongs will help you get a feel for the job and determine whether this is something you could see yourself actually doing. I recommend going on several because (1) you may get an officer who's personality doesn't match your own and have a bad time, (2) you will encounter different things each time; as an officer you will encounter a wide spectrum of incidents from crime investigations to traffic collisions to crimes in progress
Volunteer work always looks great on an application. Depending on your age (<21) you may be able to apply for your local agencies cadet program where you get a lot of experience assisting officers in the field (volunteer).
A college degree or military experience helps the most, followed by a clean criminal record.

So I was stopped by a cop for no reason just because they were looking for some guy, they asked me if my name was Josh , I said nothing and only stared at them. They got out of the car and started coming towards me saying they need to check my id. I said "am I being detained or am I free to go" about 3 times and they never responded to it.
