So I have a problem that needs a radical solution
Pic related is my normal internet speed.
Currently it is down to 1.3 mbps, which is utter shit.
My parents are dicks and don't ever listen to my suggestions on how to fix the problem.
They refuse to reset the modem, and instead reset the router, which is clearly not the source of the issue from what I can discern.
They also refuse to call charter and ask why their modems are so shit. We badly need a new one but they won't get it.\
So: How do I remotely reset a modem? OR What is your suggested solution to the problem?

Make sure you have it set higher than you normally get. If you tell the router your speed is 60Mbps it will actually cap it at that. Also if the modem is external it should show up as an external device.
If the the modem is a Cisco modem find out the IP the router says the modem is using. Download Cisco ASDM and connect to it.

Also you should be able to kick things off the connection and set some MAC filtering to keep them off or only allow them on at certain times.
OP here, update on speed now that people are going to bed.
It was about 1.3 mbps, now it's hovering around 2.1 - 3mbps

Upstream is completely fine, in fact better than normal. It's at 4.5-5.5 on every test I've done.
Downstream is so extremely inconsistent, though. one minute it's 1mb the next it's 3, then it drops to half a megabit.

I'm guessing Charter is your cable company. Call your cable company or the last contractor they had come out.
Simply ask them to send a "hit" to your modem. It reboots the modem. There's your reset. But they also have access to a "RESET" button.
NOW. You can also schedule an appointment with them. If your modem is rented from the cable company a Diagnostic SRO will probably not cost bill your family a goddamn penny. Their shit is what's not working.
Just schedule it on a time they're out of the house.
Just leave yourself an extra hour or so after the time window.

take the ip for what is says your gateway is, and stick in into your webbrowser. ex. http://192.168.0.1
whats the log in page look like, does it say HUAWEI, Dlink, cisco... etc?
Can you get the model number?
We can see if default admin/password still works.
Some ISPs will reset the defaults though, and the username/password might be on a sticker on the Modem.

They are. Usually its a layer 3 connection spread out on a bunch of copper ciruits to residential networks. The modem converts from dsl to digital. Thats where your dhcp'd address comes into play. If you put the modem in a "bridged mode" it passes that information to the next device aka the router. In which it should be the modem unless you have exposed copper cables. You need to think of the circuit out side of your home. Its not dedicated. Theres a single device that controls the traffic for your block/neighborhood. Packets get lost and retransmitted. Over saturated in peak times. Those skinng green boxes in everyother persons back yard is a pedastal which retransmits the circuit to give you the "100m" you ordered. Hence thats what the copper pairs are capable of handling at that distance.

They're assholes, I had the same 1mb/s issue for nearly a month until I pestered them for a good time, they finally sent some guys over to look into the issue, I was resetting modem/router and it'd fix the issue for only a few hours. Anyway they tried a lot of things, nothing ever worked until they sent a utility truck to check the poles, they found it was weathered and replaced the lines, now I have a consistent 63mb/s download and 6mb/s upload.

Those look good, problem is likely in the modem itself OR at the ISPs CMTS or another interconnect outside of your home. How old is the modem, if it is older than 3 years then it should be replaced no questions asked by the ISP.

Dear OP, assuming you didn't give up. Some real advice. Former tier 3 for twc here, and listen, you're not charter, you're twc. Charter doesn't want to claim our asses yet so if people are trying to help you should say twc so they know what they're dealing with. 2nd, your signals are fine, that's not it. In all honesty every single time you call in for a speed test the following will happen:
>Reset modem/router
>Ask about the device and whether wired or wireless (pro tip if it's wireless kill yourself - support ends at that point)
>next step if speeds continue is they'll check for utilization (especially at night)
>if utilization is less than 90% then they'll have you do tracerts to determine if the problem is on their network or off..
... literally every step is set to eliminate their equipment from the problem. Also if it's your own router and their modem then well... also shit out of luck, they'll blame your router 10 times out of 10.
