When it comes to classified information in federal law, intent is completely irrelevent. If you leak classified information on complete accident with no malicious intent, you still get prosecuted to the full extent of the law.
Dozens of men and women in government and military positions have been prosecuted in this manner. Often on complete accident, but the fact is that leaking classified info intentionally or not is a major crime that is treated with the utmost seriousness.
The only reason Hilary has gotten away with it so far is because she's rich, powerful and connected. She's either paid off Comey and other FBI officials, or they're being paid by whomever is funding her.
So yes, Trump "isn't satisfied by the opinion of the Federal Government," because that opinion is actually just the opinion of one man, Comey, who held an absolute joke of a hearing and found Clinton innocent because she lacked intent, when intent isn't even relevant. They didn't even read the Miranda rights, which shows that they had no intention of pursuing the issue legally. Any real case they will always read the rights.

To get into the presidential race in America you have to get immense monetary funding. This obviously would never happen without basically fucking over people everywhere; evading taxes through laundering via charities etc, and getting bought out by people who want you to pass favorable policies.
No one who ever reaches the top of the presidential race could ever not have these qualities about them, its basically a given because of the immense funding required. Trump and Clinton are the same in reference to their disregard for concern for others etc. But Clinton does have a government background. Does it make her better? In some ways yes, I guess theres no greater practice than actually doing it. But in some ways no. Because the country has been going to shit for years, and its people like her that have been in the driver's seat.
