You really have to get to know them. Entering a room of cats at a shelter, up to 75% of them may be sleeping. Of that 25% left, many might want nothing to do with you at the time. But there is usually one that you can successfully identify as a good friend.

i remember there was one cat who loved everybody that worked there. her name was "spoiled rotten jessica", and she was a lovely black cat who never sat in her crate, but instead roamed freely about the front office. she would sit on peoples desks and meow at them, or sunbathe by the windowsills, and other times just sit on peoples laps and purr.
she never got adopted and i don't know whether it was intentional or not.

Shelters may have a dog that stays near the front desk or a cat that roams free that they keep around for a long while even though they could be easily adopted every day. They're usually very agreeable and cute. Basically mascots, perhaps trying to give off the impression that all the animals at the shelter are that awesome. But they're not as a whole.
