Couple options, OP. Turn it upside down and hit it with a tungsten or diamond tipped drill near the whole multiple times in an attempt to widen it and gain access to the contents. The bottom hole was made so that the safe could be bolted to one spot. I know because I lived in a house with a bolted safe. It was 30+ years old and nobody could get it out.
Another thought, and it will take a while, is to use a crowbar and sledgehammer to knock out those hinges. Also, you can wedge the crowbar in a seem and keep hitting it with a sledgehammer until you wedge it in further. Eventually, you can pop the door out but this is going to take a LONG time and will leave your back fucked up for a bit. Get friends to help.

For this one, you should get an oxy acetelene torch and melt off the hinges, most safes are easy to open, they are just made inconvenient to open by someone other than the owner.
It'll take about 30 minutes but the contents should still be intact.

as another anon already posted, the walls are not solid steel. they are steel with concrete centres.
i would buy or borrow an angle grinder, a makita or dewalt, often on deals. don't get a cheap one, it won't finish the job. you'll want a bigger one than the standard 115mm which won't give close to a 3 inch cut on the concrete - 125mm minimum.
buy 1mm metal cutting discs, and 5mm grinding discs suitable for masonry.
cut the top out in a square just shy of the door width i.e. avoid the side edges, with the cutting disc. make light cuts just to cut the metal. will take 10-15 mins max.
then use the grinding disc and cut the concrete across diagonally. smash it with a lump hammer and crowbar out the pieces.
then back to your cutting disc for the inner wall.
job done in under an hour. you can try to cut the hinges but I expect they are hardened and will spin.
alternatively, it does look like the door is moving out at the top edge. hammer in a crow bar and then push the safe over onto breeze blocks; let its own weight do the work. you might need to lift and drop a few times so I'd just cut the shell.

From what im reading, we're dealing with concrete and steel walls.
What i would do is get a steel cutting blade for a skillsaw to cut away the steel, just set the blade depth to be a millimeter deeper than the steel thickness.
Then attack the concrete with a large chisel and hammer, kind of like a railroad spike for a chisel.
Option 2 is attack the hinges, just get cutting on them as close to the wall of the safe as you can. Odds are the door hasn't got any mechanism to deal with hinge failure.

Rent or borrow, or take it to someone with a plasma cutter.
You can also (as people have mentioned) use a sledge on the hinges to distort the door enough to get a pry bar into it. You can then manipulate the door open with enough effort.
Other options:
freeze distort the door by using water or water impregnated wooden wedges which you then freeze.
Expansive mortar applications in the door crack will slowly distort the door and frame over time with repeated applications.
You can set it in a garage or someplace where you hang out and use it as a seat while drinking and chatting with friends and such. Slowly continue working on it with hacksaws and files and similar. You can open it this way with enough patience and time.
They are not impervious to harm, they are just to delay and be bulky enough to move to prevent easy theft and grabbing of valuables... if you have time you will get it.

Get a 9 inch diamond blade with it. The general purpose, tungsten carbide or similar blades they come with will really struggle with steel of any thickness. Start by cutting a notch around the hinges, then if the going gets really heavy you can try hammering the cunt with a heavy sledge.
