Armpit hair, eyebrows, eyelashes, pubic hair grows short before falling out. Head hair is different.
There are 3 stages for hair
Anagen (Growing)
Catagen (Transition)
Telogen (Resting)
Most of your hair is in the anagen stage at any one time. At this time it is pretty strong, and is attached to the blood supply. When the hair goes into the catagen stage it shrinks and detaches from the blood supply, later it goes into the telogen stage where it does nothing. It is at this point it can easily be pulled out without any trouble. A while after that it will go back into the anagen stage
I reckon rapunzel body hair (inc eyebrows and eyelashes) behave normally but her head hair has no telogen or catagen stage so just keeps growing, remaining strong. This is all explained away by the magic flower that healed her pregnant mother's sickness
I guess the only reason it is just her head hair and nothing else, is that it would look pretty fucking weird having a woman covered in what would essentially be fur
