Speccy is reading it just fine. 800MHz is the actual speed of your RAM. Double Data Rate gives it an effective speed of 1600MHz.

If I was going full 100% enthusiast I would. With this build the GPUs can't simultaneously access resources. The hardware literately would not allow it if they were running max overclock for both of them. One would run max capacity and actually slow down the system instead of providing support for the other. Basically you can't do it with our hardware. You couldn't overclock these and expect to get that 1337 performance. You'd have to build out something with like 36 fucking cores with hyperthreading to utilize both of these GPUs at an overclock.
Given the build with the GPU the 5960x makes more sense since the "lower" end is 1k and the other is closer to 2k. The difference between the two is 16% on average and unless you have a program or a game or whatever that can actually recognize and utilize all 10 cores of a 6950x, then you are wasting your time. There are very few things that can actually do that.

Why not buy two 1080's and cross fire them (which they are built to be able to support unlike the Titan X which is built as a stand-alone card) for the same price as a single Titan X pascal (1080s use pascal too FYI) and just use the remainder on a processor with 6-8 cores.
10 cores is difficult to use and may actually cause latency due to most operating systems and hardware not being able to utilize them yet. You'd need datacenter level shit to be able to do that.

My computer tends to get a single upgrade per year and the rest of the parts are outdated.

Two years ago I sold a lot of stuff, saved up for 9 months and was able to upgrade my GPU and CPU.

Currently in the process of saving up for a 1080. But I really want to build an entire new computer, with all new parts in order to take full advantage of DX12.

But I hate WIndows 10 and I'm dreading having to use it.

Well if you get around to upgrading it just go for the k processor and a z170 mobo, you don't need an i7 for gaming, so no need to drop the extra cash on it.
Overclocking is fun though, I've seen the 6600k pushed to 4.8

I've got an i5 CPU, a 4 gig video card, 8 gigs of RAM, and three terabytes of HDDs full of games and "legally downloaded public domain" movies.

My most recent upgrade was a 120mm CPU fan. I'm not crazy enough to join the water cooling master race, but it was still amazing to see my idle temp compared to the stock cooler go from 60-70 celsius to 40, and it only went up to 60 after playing GTA 5 on highest settings for an hour.

I'm thinking of getting an SSD next. Maybe a 250 gig a few years down the line when they get cheaper. Although honestly my bootup time hasn't been too bad on an HDD since I don't have to share a computer with my stupid family who download a million useless programs that run in the background.

Make sure to keep your vents and fans clean, that's all there is.

Maybe invest in a laptop cooler to leave at home if you are paranoid/like your computer quieter when you play games.

This is my shitty old desktop (more than 9 years old). Gone through a few upgrades so it's still kinda cutting it.
>1 CPU upgrade (late 2014, this one cost like $20 from aliexpress)
>3 gfx upgrades (the most recent one a year ago)
>SSD (last year)
>3 HDD changes (added and changed as necessary)
>2 RAM changes (went through two sets of 4GB AData sticks, which went to shit in a few years, third time bought Crucial instead in 2015)
>1 PSU change (the original one gave up the magic smoke in a year, bought a Chieftec replacement)
>Second monitor was still a CRT in 2007, bought the iiyama in 2009
>the CCFL light no longer works, removed in 2014

Honestly the mobo is shit because of the chipset. That was my first mistake. I also bought an ATi gfx.... had to throw it out (literally) in two months because of frustration, overheating, compatibility and driver issues.

Just a friendly word of warning OP.
Periodically check the screws keeping the acetate and copper layers together in your GPU water blocks. They will leak if the screws loosen.
Had some EK GPU water blocks in my rig. Due to the different expansion and contraction rates of the copper and the acetate the screws were eventually worked loose and leaked water all over my graphics cards. Water Damage to all of them.
