no, its a Surface-to-air and a Anti-balistic missile. not ground to ground. There are several ground to ground missiles Israel does have, ICBM capable even (i.e. nukes) but they're not in actual use, just in reserves. those are missiles which are meant for long range attack, like if Israel goes to war with Iran. but there was no need to even put them in active use.
