Diplomatically he had at least some skills of personality, and knew how to pander to the press for higher approval ratings. He pulled out of the disaster in Afghanistan, but he was weak against Russian annexation of Crimea. Brexit was relatively lukewarm, but not much the US can do considering a large factor was relieved influence of the US in the European Union.
Overall, if he were an EU4 ruler he'd be a 4/2/2
