The problem with this question is, it's running under the assumption that you're cutting a board and ignoring one half of it.
For example, you place a board on a table and leave a bit over hanging, and then cut the overhanging piece. The question assumes that you now have one piece, which in turn would take 5 minutes. Someone could interpret this question to behave exactly like that, and thus the teachers rule follows.
However, common sense would dictate that you could both pieces of the wood, and thus the entirety of one cut took 10 minutes and you count both pieces. Therefore, cutting a board in half, and in half again yields three pieces with two cuts.
Basically, there isn't enough information, or rather, the person answering the question didn't explain the methodology of the answer. TECHNICALLY neither person is wrong, they just looked at it differently, but the person answering used common sense.

Algebra is actually pretty fucking awesome if you learn to use it. That's one of my favourite things I've learnt from school, despite the fact that I hated pre-college math. If you learn Algebra, you don't really need conventional formulas anymore that you used to use or remember.
My highschool had like 3 years of social stuff, such as writing resumes and interacting with corporations, but it all didn't matter because what they've teached was pretty antiquated. You also don't need preperation for college. They'll treat you like an adult in college. If you don't want to show up for the readings/classes, then that's your problem, no one is going to care about it. If you play with your smartphone during a lesson and don't pay attention, no professor will care unless you draw everyone elses attention to you. I've only shown up like 15 times for every 2 semesters and I still finished with the highest GPA's, because I fucking loved accounting and knew enough about it beforehand and with a little bit of learning.
