You absolutely can relocate a cap. It's a through mount, you could get a new cap, and lay it on its side at a 90 degree angle, or you could just run a couple wires to a cap and hot glue it somewhere. Then if you wanted, you could easily put it back to original.

Stuff life this. Lets say you got a laptop, dumped it in the bath (clean fresh water) while it was turned off with no battery in it. Took it out the bath after 10 seconds or so. Took it apart and left every party to dry, and BONE DRY, not 'good enough' but as dry as it was before it went in the bath, then rebuild it.
