It's not rocket science and fairly common in situations like this. They band together to defeat a common enemy, and then seperate but form alliances that they can fall back on in times of need. Citation needed. I never really got that impression on any of my playthrough. If anything, it seemed like the empire neglected them more than anything. During the great war they didn't conscript them, just accepted the nords who showed up, and when the war ended, they didn't look to the nords for advice or input, Titus Mede just made his choice and expected them to honor it. Think about this from a lore standpoint, not a gameplay standpoint. In the lore, unrelenting force is strong enough to blast down the fortified gates of a city. Fire breath can melt tempered steel. Frost breath can freeze the air. From a lore standpoint, whoever gets off the shout first wins, the end.
