Suicide. She was facing away from the table due to the fact that the stool fell inwards and under the table when she fell over. This means that since the gun was in her right hand, the splatter is on the wall to her left, and she was facing away from the table, the shot lines up. The way she is laying also corroborates this hypothesis.
So after writing the suicide note, the victim turned around on her stool, took the gun in her right hand, and shot herself through the right temple, splattering blood on the wall to her left, falling to her left, and knocking the stool to the victim's right and back a little under the table behind her.
At least that is my 30 second assessment.

Initial findings report that the victim wasn't intoxicated, although we are still waiting for the analysis of the trashcan. The stool lies under the desk. If the guy on the picture really shot himself, it is near to impossible to lie there, in this position. Hence, it must have been moved after the death. Also, as already pointed out, the shell lies on a place where it shouldn't (however, this means that the murder must have been standing in front of the splatter for the shell to land on the desk - which is impossible, as he would have been covered in blood). The unlit or half-smoken cigarette is no suspicious IMHO, since one can decide to smoke its last cigarette and then commits suicide when being half through the cigarette.
