Fluffies are supposed to be cute and utterly retarded, and some people made content about people going utterly OTT due to things like them being too stupid to train properly.
This evolved into "justified" abuse, such as them being bratty due to being spoiled, and weirdboxers made things like mutant fluffies that hunted others.
