1. Yes, fluffies can learn. they can learn through direct experience, and to a limited extent through watching other fluffies.
2. Only in the sense that they have "preprogrammed" behaviors built into their neural development, in the same way they have built in language skills.
3. To a limited extent. Fluffies can threaten, bully, and fight, but in a very weak and limited way. They aren't equipped for real violence, mentally or physically.
4. No. Fluffies can only think about their environment in a very direct fashion. Indirect and long term thinking is beyond them.

My take on it is this: The fluffy concept of "bad" isn't equivalent to the human concept. Bad isn't just a slightly negative version of a thing, it is the literal antithesis. A "bad nummie" is the the opposite of a nummie, it hurts instead of feeds, tastes bad rather than good.
Similarly a "bad fluffy" isn't just a normal fluffy that misbehaves, it is the literal opposite of everything that makes a fluffy a fluffy. Since fluffies can have horns or wings or neither, a fluffy with both horns and wings is "bad", inconceivably horrible and monstrous in a Lovecraftian sense to the fluffy mind.

Actually a very interesting concept, had not considered that. For that (particularly good) carpe diem piece though, (and alicorns in general) I always believed it demonstrated the programmed instincts of the fluffy, that anything different was bad; many authors have it 'programmed' into the instinctive behaviour of the fluffy to not care for brown foals as they were less valuable to hasbio, same went for cripples. Alicorns are SO different from other fluffies, and they (hasbio) don't like different because it doesn't sell. The mother has a conflict of instincts - to care for her baby, and to despise differences from what hasbio designed, although she doesn't know this.
