I'd say It's Master of Orion or some other immersive 4x game like civilizations, but plenty of ADHD or people with short attention spans would probably rather kill themselves than play a game like that, meanwhile, they might only play FFS which is just a mindless clickfest to others.
To pick a 'best' you need to define the genre and target audience. Otherwise I could tell you what has the best sales, but anything else is just random opinion.
And I should state the obvious here. Nobody has played all video games so they can not reasonable make that judgement.

Depends on if singleplayer or multiplayer.
Singleplayer I would say probably Mass Effect 2. It didn't have any of the bullshit from 3, but it also had a much better combat system than 1. The suicide mission is the single greatest part of any game I've ever played IMO. You could also make an argument for GTA V because of how amazing it is overall.
For multiplayer, I would probably go with either League of Legends or Overwatch. Seriously, Overwatch is basically everything TF2 could have been but wasn't.

Mount & Blade has such a "realistic" combat system it's awesome for that alone. It's kind of a shame that in practice it relies on others to actually create content to that system.
Mount & Blade is like the Operation Flashpoint of medieval combat - the system is there, someone just needs to tell a story with it.
By the way, does anyone remember an older game by the name of "Die by the Sword"? That kind of tried to do what M&B did, but in an over-complicated and horribly clunky way.
...but to the original question... I'd say that Tetris is probably the ultimate video game in terms of longevity and re-play value.

I would say Witcher 3. Best story, awesome graphics, awesome soundtracks, cool gameplay and CD Projekt Red always listens to customers and recognize when they're doing some mistakes and use it to make fun of themselves in the game. They made 2 wonderful DLC that remind us of the time where a "DLC" was an expansion and was worth the money (a.k.a not Assassin's creed 4 DLC adding up to 3 HOURS OF GAMEPLAY WOW ! :O MUST BUY).
This was really a wonderful saga.
Now, I would give a bonus point to Warband because they don't have much money but it was a great game.

I played Skyrim for like 300 hours, but I have to agree. A lot of it was very disappointing. I don't know if it received any rewards like RPG of the year or something, but if it did, it certainly wouldn't deserve them.
Hard work from the modders is what made the game enjoyable. Bethesda are a bunch of lazy faggots who let the community develop the things that make their games actually enjoyable.
I haven't dumped my Skyrim folder in like almost 5 years so this is kind of fun reading these again

Morrowind's dice roll combat wasn't perfect by any means, and maybe it should have had fast travel like Daggerfall had, but Morrowind was a fine RPG. It did the things that RPG's need to have very well: character progression, atmosphere, questing, loot, story. If you can look past the dated if serviceable combat and graphics almost every other aspect of the game still easily holds up to most RPGs that have come out since it was first released.
