Yup, though a little secret (not really a secret, more of a misconception), is that the speed we travel while on the iss is the maximum speed we go the whole whole trip, but since we need to get to that speed in such a short period of time the acceleration is what everyone focuses on. They associate the acceleration with maximum speed when really it's all relative.
Think about it this way, when getting up there, we are trying to meet up with the use in the same spot and once we reach it, it's just 2 vehicles docked together gong the same speed. And when we reenter the atmosphere our main objective is just slowing down enough not to die from impact
So both ways is great acceleration/deceleration
