It is not uncommon at all for kids to start coming in at an early age and slowly have work done as they grow these days. A lot of the work goes unnoticed by anyone but the person who gets it and or their close friends and family.
You can Absolutely get your breast done just for shape, for example. A little here and there and it appears like you just put in some work at the gym (which you might be doing anyways) or went on a diet, depending on what you do. For a lot of people what they do is simply "maintenance". Or in other words, trying to look the same, usually young, for as long as possible.
I don't know a woman that's all natural, personally, anymore. Those days are gone for me.
