Its going to be a mixture of factors, it always is. driver training and culture plays the biggest role, road and junction design is important too, also vehicle condition and the stringency of vehicle safety tests, I read how france were relatively late to introduce mandatory annual safety checks for cars so there used to be a lot of really shitty unsafe old cars on the road but when they brought the tests in there was a big fall in road deaths
