No, you're just plain wrong about that. Many parts apply to everyone in the US. That's the whole point of holding prisoners indefinitely without trial in Guantanamo - because there's no way that would be legal within the US even though the prisoners are non-US-citizen, non-immigrant people.
For example, governments in the US couldn't just decide to lock up or kill foreign tourists visiting the US without valid charges and a fair trial.
Another example, laws that banned non citizens from owning real estate in some states were successfully challenged by non-resident non-US-citizens, so the laws were struck down as unconstitutional.
