It's considered the worst by some and highly underrated by others.
People don't like it because it's much more difficult, unforgiving and story-focused then the other DLC, and NV in general.
I have played Uncharted 4, and it is fantastic indeed, but I didn't enjoy it as much as Uncharted 2, personally.
Shit had me on edge my first time playing through it.

Because the actual game lacked a story, the debs put out a story that draws the player back in with its increased difficulty to ensure you can't play through it without getting into the actual story. It has the highest replay value personally.
Cause its quotable as fuck and a fucking great game.
