NOT OP but I've been in situations dealing with resistive inmates. Resistance can be a gentle tug away or full on pull away and run.
Personally if i had someone do the small tug. I'll give a verbal warning. Do it again you're going to be in a world of hurt. Some times they stop sometimes they escalate. Depends on your state. In NC, our courts have ruled that a gun tucked into a waistband with the handle showing doesn't count as concealed, but any covering (even if unintentional) would constitute an illegally concealed firearm.

The FBI switched to .40 after two agents got killed by a suspect who had a lot better shot placement than they did. Instead of addressing the real issue, which was lack of training, they blamed the ballistics of their duty weapons.
The original contract that the FBI had was for a 10mm duty weapon, but female agents couldn't qualify with it. .40 is just a neutered 10mm.
Most agencies have gone back to 9mm after ballistics testing has shown that it far exceeds standards for penetration and expansion - in addition to being able to carry more rounds.
My duty weapon is a Glock 31. Reason we use .357 SIG over 9mm is because it's amazing at punching through laminated glass/metal, and most LE shootings happen on traffic stops.
