You can call it "progressive" with respect to rock music coming out at the time (which it was) and other metal music (thrash beginning to build up steam during the Reagan era as consumerism intensified and rock was being glamorized).
Bruce's voice was considered heavy before metal got.. well..heavier
Maiden was aggressive and theatrical like prog, and I get where you make the connection, but I also think you're vastly overestimating what was considered "heavy" at the time (which is of course laughable given the intense direction some metal subgenres have gone in the past 36 years)
