I think Stalin is probably the best candidate for most evil man in history. Most other dictators were at least popular with their own people, and tried to do some good in the world. Hitler was beloved in Germany - and for good reason, since he brought Germany out of crushing poverty (yeah, he killed a lot of Jews but he thought he had good reason to). All his closest comrade hated him, because Stalin was so paranoid that you had to walk a razor sharp line between being useful enough not to get purged for incompetence, but not so successful that Stalin felt threatened by you. Stalin had many of his most loyal cronies executed.
On a larger scale, millions of soviet citizens were tortured, brutalised and often executed in the gulag system. Millions died horrific, lingering deaths from famine from Stalin's agricultural policies - Which he deliberately target against certain ethnicities like the Ukrainians. And because of Stalin's purges the Soviet union suffered vast losses against the German invasion.
