Heres my method for xraying clothes in photoshop. I find this works best for me on darker colors. Results may vary.
1. find a good high quality image.
Things to look for in a hq image:
a. bigger the better
b. no clipping in the blacks or whites. if the colors are washed out then there's no lights or shadows to bring out in an xray
c. look for thin materials. thinner materials are easier to xray
d. no patterns. patterns are very difficult to xray
2. start by masking the area to xray
3. copy to a new layer
4. select layer mask and create new hue/saturation layer
5. duplicate step 3 layer
6. take layer (step 3) and set blending mode to Screen (for darker colors) or Multiply (for lighter colors)
7. Take layer (step 5) and convert to smart object and set blending mode to Linear Burn (for lighter colors) or Linear Dodge (for darker colors)
8. with layer selected go to Image menu and select Channel Mixer
8.a. Set channel mixer preset to black & white infrared
8.b. adjust Constant down until the area is completely black then step up until darkest blacks become gray
9. With layer still selected go to image menu and select Exposure
9.a. adjust Exposure until area is completely white then adjust down until brightest whites become gray
10. with layer still selected go to Filter menu > Other > High Pass
10.a. Adjust High Pass to your preference. I find between 40-80 usually work best.
11. With layer still selected go to Filter Menu > Blur > Gaussian blur
11.a. Adjust gaussian blur until edges begin to show through
12. With layer still selected go to Image and select Brightness/Contrast. Set Contrast to 150
13. With Layer still selected go to image and select Levels
13.a. Adjust levels for desired output. It will vary depending on the image
14. select layer mask (step 3) and create new brightness/contrast layer.
15. Set Blending mode to Soft Light

This will usually give a good starting point. From here you can adjust the brightness, levels, and hue/saturation to your desired outcome.
