It really isn't. It saves millions on packaging because the average Canadian family uses 4Liters in a week while Americans use ~2L cartons. The Bags sold in stores have 3 smaller bags inside that make up 4L of milk.
2L cartons are still available but purchased less.

We have background checks in place, and we run them in gun stores and retail shops. BUT the entire gun control debate focuses on the "gun show loophole". You can go to a gun show (like a flea market but with guns) and buy one directly from an owner. Like it'll be from their personal store of guns. And those owners don't do background or criminal record checks etc. That's what makes it such a touchy subject. In general it'll be cheaper to get a shotgun at a gun show than it would be to buy one from a licensed arms dealer.
