You can manipulate it easily and legally by not including certain things like plant matter etc.
For instance, if the bud is 50% plant matter you and you have a thc percentage of 20% you could bump it up by not including the plant matter.
Don't get me wrong, you wouldn't get away with it for long but you could advertise it like that for awhile.
