For real tho, asphalt is one of the most recycled building materials period. When the top layer is milled, it is sent to be reground and mixed with additional additives to be laid. Some millers are able in one long machine mill, process, lay, and press asphalt without new asphalt. Construction technology is amazing. Cost per yard is very important.

What is important to remember is that there are 5 or 6 (I think) grids in the US. Take PJM, for example. They cover most of the eastern Midwest, northeast, and east coast. Every power plant is tied to that grid. Even losing one unit unexpectedly can cause major problems. That's why the idea of a quick fix or fast replacement isn't feasible.
