Too many people are trying to mate with a rook on a corner (either a1 or h8). Either you must force the queen off the corner (h1), or you have to use a rook not on a corner. Why? Because the Q on a1 captures h8, and vice-versa.
R–g1 works because K cannot move and P cannot move, forcing Qxg1 or Qxh2, leaving the other rook free to mate.
