They're fast, but they are mostly just browsers-in-a-box. You can get them with Windows installed as well for a little bit more. If you want to be playing GAMES, then they suck. If you want to COMMUNICATE, they are awesome.
I have one and it works great for me. It is fast, but stores almost everything online -- however I'm almost middle age and I travel. So that gives you the idea of who would use it.

Except no, because chrome OS is the only ARM processor OS that adobe still supports for flash.
I've heard that you could copy over the chrome OS's flash to chrubuntu, but haven't figured it out, so here I am on native OS.

There's gnash, which fucking blows and rarely works unless the flash file is a very old version. Otherwise you could try to set everything to html5, which at least works for youtube. But no real replacement for it as far as I'm aware.
