I use GNOME 3.20.2 with arc-dark and some extensions, it's really not that hard. in windows you might need a few very ugly hacks to make it look nice and usable but i think it might be possible.

nothing nearly as functional. but you probably could run some WM with Cygwin.
maybe you could install something with a decent Desktop Environment alongside windows for things that are not gaming.
