How long has it been there?
If it's a mole that's bleeding see a dermatologist. The bleeding could just be from fapping friction, but if it's bleeding on its own accord that's a red flag.
Don't panic too much, you can get the most melanoma-looking moles going and they can be benign. They're called dysplastic nevi

The key indicator of malignancy is a change in a feature of a mole. Most cancers come from a pre-existing mole. If you've seen change, then it's a cause for concern.
Nevertheless dysplastic nevi are essentially pre-cancerous and have up to a higher chance of turning malignant over your lifetime. So get it checked by a dermatologist.
They'll probably tell you to monitor it for changes over time but if you're really worried lie a bit and say you've noticed it get bigger. It'll prompt them to take action.
Mole removal is no biggie. Circa 20 minutes minor surgery with local anaesthetic. It'll be uncomfortable as its on your dick but because it's a vascular region, the scar will heal up nicely and fast
