To be fair /b/ has the worst poster quality due to lack of moderation, reddit and nine gage may have nazi mods that censor stuff but both those sites don't have non stop desu, banana, spiderman, Dat boi, and other spams that are only posted to ruin threads and annoy people.
4chan as a website is alright as other boards do have moderation but if it was just /b/ vs all the other sites /b/ would fall into catagory of worst due to the non stop spam and resulting low thread quality.
It's ironic how some Spammers spam to "save" /b/ but end up ruining it over all.

The summer fag falicy isn't real bruv.
The summer fag idea relies on the concept that the majority of children do not have smartphones or access to computers during school hours.
In reality children will use the Internet when ever and a large number will use the Internet during school on their smartphones. Also the "children have too much homework to use the internet" argument dosnt hold up as children ranging from 5 - 16 will do online gaming any given day at the same rate.
Also the adminis have said traffic does not go up over the summer, if it did it would also spike on the weekends.
In the end it's psycological, if you think the summer fag falicy is real you will be more likely to notice spam and trash and blame it on that when it's rate dosnt really change.
tl;dr the summer fag idea isn't real and it's all in your head.

School has 0 bearing on site traffic nor would it.
It's not 1990 everyone has smartphones and tablets and laptops and desktops and children use the Internet at the same rate over the summer as they do during school, the only change is they use it less during the day but they art effected in the afternoon and on weekends.
Also school mostly effects online gaming, you are less likely to find a child playing on a game during the day but browsing the internet is another story, I have been on 4chan via my phone from a bathroom at my university, location means nothing and site traffic dosnt increase.

try going in /b/ more often during the nights. the increase in newfags is very noticable, and they're trying to defend themselves without denying being new whenever they're called out.
also its doesnt have anyhting to do with spam/trashposts, since newfags arent famillier with the usual stuff around here. its mostly visible with all the autistic 9gag memes that start popping up here and with other newfags laughing from them. There's deffinatly a difference in the community here when summer comes.

It dosnt go up significantly enough to matter, it falls under normal daily fluctuations, the summer fag idea is not logical as it hinges on the idea that the majority of children do not use the Internet during school days and don't have smartphones.

My classes ended 2 weeks ago but I would like to point out I browsed 4chan during both lectures and labs through out both semesters. Summer has 0 effect on my daily internet usage aside for some days of studying and homework.
