run and/or swim. do full body exercise to just tire yourself out repeatedly. pushing your fatigue limit enhances your endurance so you can subsequently do more and burn more. take breaks and do it again. focusing muscles is for building strength, tiring yourself out is for weight loss.

continuing proper exercise and eating well will tighten it. just ask women that give birth. some keep their flab because they suck at life, some fix it because they do the right thing. how long it takes to fix usually depends on how long you were fat for.
Hmmm other than cosmetic surgery, I'd say your best bet is just try to build the muscles around your torso so that they fill out the skin that's left. Also, over time your skin will likely snap back, assuming you stay at a healthy weight. You look young enough that you've got plenty of elasticity left in your skin.
