Well dude, the cops are just grunts doing a job. If you think about it, and you were in their shoes, would you want to pursue some mysterious conspiracy theory that might take years of expensive research and still not find anything, or just take the easy way out and call it good, and then insist nothing happened to deflect any future liability?
The system is such that powerful people with real agendas can make moves pretty easily out of the simple fact that if you can set it up to look like something else with a simpler explanation, people will almost always choose the easy way out.
