I don't know how to do MMA when it's out lawed, but Muay Thai would be the best striking art for MMA. It teaches fast, simple, and practical solutions for pretty much all stand up situations.
Judo will be good for useful throws and quick submissions, but you need to roll with bjj guys to figure out how to survive an extended ground situation.
