I think it is decided at a county level, so yours must have voted against it. Tbh it should be decided by the state, but people prefer leaving it to the BoE in their county. The only real issue is that it takes forever, so it fucks with scheduling. Some schools have it once a year, some have it once a semester, etc. Mine had it four times a year (our year was split into four nine week periods) and it went just fine.
